MINUTES OF THE MEETING

DECISION OF THE COMMITTEE

Background:

Within the framework of the Country Specific Small Grants Program (SmGP), this year Turkey Country Office has allocated a total of US$ 34.000 to be distributed as grant for the implementation of projects focused on "Civic Engagement for the Empowerment of Marginalized and Vulnerable Groups".

Invitation was made to NGOs in provinces through the Local Agenda 21 Network of UNDP, to NGOs in the database of the World Bank, and to all interested parties through an announcement that was posted on the country office website of the Bank in addition to an official invitation letter to the NGOs that are in the database of the Bank.

In the request for proposals that was sent to the Civil Society, the description of activities that the SmGP would finance, was given as follows:

The SmGP supports activities whose primary objective is civic engagement. Project Proposals could be on activities related to the topic of "Civic Engagement for the Empowerment of Marginalized and Vulnerable Groups".

Proposed activities could be:

  • about dialogue promotion and information dissemination related to empowerment of the vulnerable groups (e.g. women, children, elderly, disabled, drug addicts, street children) at the local level;
  • about holding municipal/local level dialogues or promote campaigns that will affect the preventive behaviors (e.g. family planning, nutrition, birth control etc.) among the vulnerable.
  • about dissemination of information or organize public awareness activities on issues like good governance, anti-corruption, accountability, ethics, transparency.

In addition:

  • Activities may include, but are not limited to workshops and seminars to enhance civic engagement skills and/or knowledge; appropriate communication campaigns to influence policymaking or public service delivery; or innovative networking efforts to build the capacity of the particular sector.
  • The activity should be completed within one year of the date the grant is awarded.
  • Priority shall be given to organizations that have not been supported by the Program in previous years.

It was also indicated that the SmGP would not take into consideration the initiatives/ proposals that fell outside the Program’s criteria (eg: direct social assistance, office equipment)."

In order to evaluate the 48 Project Proposals submitted, the Evaluation Committee met on Monday April 25, 2005 at 2:00 pm at the premises of the World Bank. The Committee was composed of the following participants:

  1. Ferda Şahmalı / World Bank
  2. Tunya Celasin / World Bank
  3. Arsev Umur Aydinoglu / World Bank
  4. Enver Çapcı / EU
  5. Nilgün Çavuşoğlu / UNICEF

The applications had to be presented in a way to cover the following points:

  • The applicant institution should be an NGO that has legal status, not less than 3 years of experience on social issues and a bank account.
  • The applicant NGO must submit an Application Narrative
  • Please provide the following information in narrative form. The narrative should not exceed four typed pages.
  • What is the activity proposed? Describe briefly:
    • objectives;
    • the specific activity for which you are seeking funding to meet the objectives;
    • other organization(s) (if any) with which you would work;
    • time frame in which this will take place.
  • How does the proposed use of grant funds address Civil Engagement for the Empowerment of Marginalized and Vulnerable Groups at the local level?
  • What are the expected results and how will these be measured? Describe whom the activities will benefit and the expected impact of the activities. Describe how you will measure the effectiveness of your activities.
  • Describe the organizational arrangements and staff capacity to carry out the activity identified above.
  • Describe plans for obtaining other funding needed to carry out the activity, including amounts requested of other funders. The Small Grants Program rarely funds more than half of the proposed budget for an activity, and therefore prefers that its grants help to generate additional contributions from other sources.
  • Provide a budget for the activity showing estimated costs; amount requested from the Small Grants Program and the categories for which it will be utilized; and other principal sources of support.
  • Submit the following attachments with the completed proposal:
    • Mission Statement
    • Complete list of the organization’s officers and directors and organizational chart
    • The organization’s actual income and expense statement for the past fiscal year, identifying the organization’s principal sources of support. The organization’s projected income and expense budget for the current fiscal year, identifying the projected revenue sources.
    • Copy of the organization’s registration status.
    • Proof of Match-Funding: Participants must contribute at least 25%, either in cash or in kind, of the total cost of the proposed activity.
    • List of already implemented projects

Methodology:

The Committee members received earlier a copy of the 48 applications and attended the meeting in a prepared way. The Evaluation Committee reviewed each project proposal individually according to the following criteria:

  • Civil Society Institution’s and the Project Manager’s previous experience
  • Detailed Activity Report
  • Methodology and Work Plan
  • Technical Viability for accomplishing the objectives

During the meeting a short list was composed. This was followed by a second round of evaluation during which the short listed projects were revisited and discussed by the Committee Members.

Decision:

The below-listed 7 project proposals were selected to receive award grants:

Project No: # 4

Implementing Agency: İçel El Sanatları Eğitim Vakfı (İÇEV) (İçel Handscraft Education Foundation)

Project Outline: The name of the project is "Society Leaders". Mersin is one of the provinces of Turkey that receives continuous migration from the remote and rural areas of Eastern Turkey. Most of the districts in the province are now inhabited by these migrants who are uneducated especially on topics related to "Social Consciousness and Awareness for Good Citizenship". "How to be a urban inhabitant", "Citizen Rights and Responsibilities" etc. Through this program 25 individuals will be selected from 25 different districts of Mersin who will be brought together with the local public authorities like Mersin Governor’s Office, Mersin University and Mersin Municipality officials in order to brainstorm on the ways to include these migrants into society. After their meetings and trainings these 25 Society Leaders will go back to their districts and educate and inform their districts migrant inhabitants on Social Inclusion. The main aim of the project is to activate the participants who could serve as community leaders, problem solvers. Thus give voice to the concerns of the society, particularly poor and marginalized populations, and help ensure that their views are factored into policy and program decisions.

Implementing Agency: Sosyal Katılım ve Kalkınma Vakfı (Social Participation and Development Foundation)

Project Outline: A five-day visual and oral education program for marginalized illiterate housewives in Kars province of Turkey (Kars is one of the poorest provinces of Turkey located at the Eastern part of Turkey) Practical tools for taking social initiatives or getting involved in social movements or engaging in the civic life will be taught. The program and related success stories of women participation (an oral SWOT analysis will be made) will provide them with the necessary tools to cope with social problems which illiterate women face in civic life. Women of Kars will have the chance to get together to talk about the respective problems and convey certain messages while meeting with the local authorities and other NGOs. The event will provide an opportunity for dialogue and further policy discussions with public authorities through round table meetings (municipality, provincial governments, educational institutions, NGOs) in addition to the benefit it will bring to the women of Kars as they will be engaged in social programs and have a more active role to play in civic life.

Implementing Agency:Uluslararasi Mavi Hilal İnsani Yardım ve Kalkınma Vakfı (International Blue Crescent Humanitarian Aid and Development Foundation- Turkey Chapter)

Project Outline: "Safe Behavior and First Aid" dissemination and information campaign for the youngsters in orphanage. Age group between 17-25. The campaign targets 5 pilot orphanages in the country selected from different regions. Experts and officials from the Social Services and Child Protection Agency under the State Ministry, will be included in these campaigns both as facilitators. Their presence will strengthen the ties between the non governmental agencies doing work related to orphan children and youngsters and public institutions in terms of policy dialogue and making

Implementing Agency: TekirdaÄŸ Rotary Club and Children of Hope Foundation

Project Outline: The Foundation has expertise in dealing with street children. The project aims to organize public information campaign and provide training related to the drug addicted children of the Province of TekirdaÄŸ. The primary target group of the project is the public at large in TekirdaÄŸ. Informative and Educative workshops for 10,000 citizens will be organized after holding focus group meetings are held with street children. The outcomes after being conveyed to local government offices and child police and their recommendations are seeked- will be brought together in a book and this book to be printed will be disseminated to media, academia and public offices. The book will propose scenarios and solutions to combating drug addiction and street children.

Implementing Agency: Sümer Halk Oyunları Topluluğu Gençlik ve Spor Klubü Derneği (Sümer Youth ans Sports Club Association)

Project Outline: One of the Family-Youth Centers in Izmir Province of Turkey shelters around 400 children who live on the streets. These irregular guests of the Center are all young kids living on the streets due to socio-economic problems of their families, in addition to migration and domestic violence, sexual harassment etc. The project aims at bringing together about 40 street children under a group that revolves around folkloric dances. Teaching them to dance and perform on stage will enable them to breathe a different atmosphere. The trainers who teach them how to dance, act and behave will have pedagogic skills. Before and after the training the kids who participate will be subject to a survey where they will be asked questions about group psychology, active participation etc. The Municipality will be a co-partner of the project who will also be in charge of opening the way to set up dialogue with the Grand National Assembly of Turkey. The Gala night of performance will be done at the Parliament, which will cause Parliamentarians to think more about the problem of Street Children in Turkey and how they could be included into society with a little bit effort and attention. They will thus be urged to enact a bill regarding the street children.

Implementing Agency: Türkiye Çocuklara Yeniden Özgürlük Vakfı (Youth Reautonomy Foundatıon of Turkey)

Project Outline: The project aims at creating a website about Children’s Rights and bringing together all the information shared and enriched by Turkey Children’s Rights Coalition. This coalition works for the rights of children in the country and the implementation of UN Children’s Rights Agreement. There has been a need to unify energies and forces and avoid duplication of work done in the country regarding the rights of children. This website will encourage local participation from small scale NGOs in the rural parts of the country and create an Information Bank where national and international experiences will be shared.

Project No: # 45

Implementing Agency: Bostaniçi Kadın Destek Çevre Kültür ve İşletme Kooperatifi (BIKAD) (Bostanici Women Support, Environment and Culture Association)

Project Outline: The project aims at providing an informative seminar to 100 vulnerable women in Van Province of Turkey which has a majority Kurdish population mostly about Women’s Rights and social inclusion to the society. Women who have been subject to domestic violence (who are selected from the database of the local municipality) will be informed about their rights. With the project it is intended to increase their awareness and show them the ways to better interact within the society. The side benefit will be to train a group of experts and social service staff under the Municipality who will facilitate the dialogue between the vulnerable group and local public policy makers like the Governor’s office etc.

Budget: US$ 5,000
