Summary The World Bank’s office in Ankara is seeking to recruit a Senior Economist with specialization in open economy macroeconomics, and fiscal and/or growth issues. The Senior Economist will contribute across the range of the Bank’s policy dialogue, lending operations, and advisory services. This is a two-year Term appointment which may be extended depending on the incumbent’s performance and on the evolution of the World Bank’s program in Turkey. Background The Senior Economist will work under the Bank’s matrix management system and will be mapped to the Poverty Reduction and Economic Management Unit of the of the Bank’s Europe and Central Asia Region (ECSPE), with day-to-day reporting to the Lead Economist and Country Sector Coordinator in the Ankara office. ECSPE operates in the context of the overall regional mission statement which is to help fight poverty and improve the quality of people’s lives in the region. Accountabilities ECSPE has a wide-ranging economic work program in Turkey, including growth, public financial management, public-sector reform, regional policy, climate change adaptation issues, and macroeconomic monitoring. Building upon existing applied economic research, the Bank has an active policy dialogue with government and is a major lender to Turkey. The selected candidate will be a key part of the ECSPE Turkey team, which includes four full time economists plus other team members working on specific tasks, and will be expected to take a lead role on many macroeconomic, growth, and fiscal issues. Selection Criteria - Advanced degree in economics and eight or more years of applied economic policy analysis or research experience.
- Excellent broad-based economic analytical skills, including familiarity with quantitative macroeconomic models, fiscal policy issues (both on the expenditure and the revenue side), and analytical approaches to growth employed in the World Bank.
- A high level of energy and initiative, proven ability to self-start, to work without close supervision, to juggle several tasks simultaneously, and to deal with rapidly shifting priorities and work pressure.
- Strong communications and interpersonal skills, the ability to participate effectively in the Bank’s economic dialogue in a complex political environment. Special attention will be given to the candidate’s inclination and ability to work collaboratively with Bank colleagues and in a team environment that may include diverse sector affiliations. Also important will be the ability to inspire trust and the capacity to facilitate consensus-building.
- Excellent oral and written communications skills in Turkish and English.
